Quality control on a construction site is mostly about catching work before it gets covered. That means inspecting in sequence rather than at the end, holding trades to the submittal, and keeping the documentation current enough that an owner's representative can walk the job and find no surprises.
Closeout is the same discipline applied at the finish. Punch list generated early rather than at substantial completion, tracked to close, and handed over with the operating and maintenance documentation complete.
